Construction of the overpass Duga ulica – Borinačka ulica (Vinkovci)

The implementation of the project will eliminate bottlenecks on the existing connecting roads and, thus, reduce time of travel to the center, reduce the share of travel by car in comparison to the use of public transport or bicycles, and increase the safety of all participants in traffic.

The City of Vinkovci will implement the project “Construction of Overpass Duga ulica – Borinačka ulica and Access Road in the City of Vinkovci” to connect all parts of the city Vinkovci and promote travel that connects different modes of transport (cars, buses, bicycles, pedestrian) into one whole. The project activities are planned to remove the bottleneck by constructing a 500 m long overpass Duga ulica – Borinačka ulica , modernizing a 4,1765 m long access road, constructing a bicycle and a pedestrian path along the access road and within the overpass (each 2.99 km long). The aim of the project is to solve bottlenecks on the existing access roads to the center of Vinkovci, reduce the share of travel by car in comparison to the use public transport and bicycles, and reduce time of travel by building overpasses and access roads at the location.

The project will create the possibility of connecting several types of transport, namely bicycle, public city transport, road, pedestrian and freight. The implementation of all project activities is in line with the implementation of other projects at the location, which relate to increasing the use of public city bus transport by modernizing the city public transport fleet, improving water and communal infrastructure in Vinkovci by constructing sewerage network, and increasing the share of bicycle traffic in the city of Vinkovci by designing and building bicycle paths in the city. After constructing the overpass and access traffic, the City of Vinkovci intends to change the routes of the bus line of public city bus transport which will, due to a significant reduction in time of travel, result in an increase of public passengers.

The purpose of the project is to improve public urban transport, to enable better connectivity of settlements within the urban area by removing bottlenecks which prevent the development and functioning of urban public transport systems. Local people will significantly benefit from the results of the implementation of this project. Furthermore, the project is recognized as important for achieving the objectives of the Master Plan of the City of Vinkovci for Transport by improving the infrastructure of public passenger transport. This includes the construction and modernization of the necessary transport infrastructure with an aim to connect urban parts of the city with its suburbs. Moreover, the project contributes to increasing safety since it encompasses all the elements of sustainable development of the transport system in order to achieve the main task; to provide a safe system which is ready to be used by passengers of all ages. The project of construction of overpasses and access roads directly contributes to the Strategic Goal CI1- Improvement of Public Passenger Transport Infrastructure, with the construction of new stops that are adapted to people with special needs. The implementation of the project contributes to the specific goal CI1-M2 – Construction and Modernization of Railway and Road Infrastructure Used for Public Transport of Passengers and Freight since it builds road infrastructure to connect rural with urban areas by public transport, achieves the goals of providing better service to citizens, increases the safety of the transport system, enables better connectivity of all urban areas, increases the mobility of citizens and reduces traffic congestion at the identified bottlenecks in the city area.

The implementation of the proposed project, i.e. the construction of an overpass and access road, will enable the diversion of local traffic to a modernized road and a new level crossing, which would significantly reduce the length of travel to the city center and, thus, reduce the frequency of vehicles on the existing roads. At the same time, the usage of public transport as well as the number of cyclists and pedestrians will increase, which will directly contribute to environmental benefits. This project also contributes to the modal distribution of travel according to active travel and public city transport.
