The closing conference for the project "Master Plan of the Traffic System of the City of Zagreb, Zagreb County and Krapina-Zagorje County" was held in Zagreb on 20 April 2020.

The conference followed the adoption of the Master Plan of the Traffic System by the representative bodies, at the thirty-second meeting of the Zagreb City Assembly held on 19 March 2020 and the Zagreb and Krapina-Zagorje County assembly meetings on 6 April 2020. The closing conference was held via video conference due to the situation caused by the COVID-19 pandemic.

The Master Plan of the Traffic System is a strategic document detailing the long-term development of the traffic system in the City of Zagreb, Zagreb County and Krapina-Zagorje County. While preparing the Master Plan, social, economic, political and specific transport elements were considered in order to adequately anticipate the development of the transport system.

Phase I of the project comprised data collection on the current state of the traffic system, including extensive transportation studies (public transport passenger counting, origin-destination surveys, travel habits research, household surveys, transport corridor questionnaires, manual and automatic vehicle counting, travel speed and automobile driving time research, crossroad and intersection traffic classification), current state analysis and transport model development, creation of a “do-nothing” scenario of transport system development, problem identification and selection of hypotheses on the current traffic system, and SWOT analysis. Realization of Phase II involved hosting workshops with key traffic system stakeholders and representatives of local and regional authorities, in order to define objectives, measures and key performance indicators for the incipient Master plan.

The implementation of measures specifed by the strategic document will lead to improvements in the region’s accessibility and unlock the development of an efficient and sustainable traffic system, enabling greater population mobility while leaning on modes of transport which are sustainable and socially acceptable from the standpoint of the environment, energy use and financial expenditure. The intended next step is traffic system integration by means of institutional, organizational and infrastructural improvements, with special emphasis on integrating public transport systems and increasing traffic safety.

The project was co-financed by the European Union’s Cohesion Fund. The total value of the project Preparation of the Master Plan of the Traffic System of the City of Zagreb, Zagreb County and Krapina-Zagorje County – Phase I and II is 2.324.239,33 € (excl. VAT), with 1.858.695,57 € covered by the Grant.
